Local Government is a significant water user, particularly for watering public open space. In the Perth metropolitan area local government uses around 50 gigalitres of groundwater each year. In regional centres, local government are the most important users of treated wastewater, with numerous schemes designed to irrigate parks and ovals. Local government plays a significant role in influencing the amount and quality of water within the total water cycle.
The Government of Western Australia supports the Water Campaign™, a program developed by an international association of local authorities, ICLEI - Local Governments for Sustainability.
The ICLEI Water Campaign™ is designed to assist local governments in their efforts to manage water sustainably. The Campaign provides a framework that encourages the development of local water action plans to achieve tangible improvements in local water quality, conservation and access. Participants in the campaign work towards achieving holistic integrated water resources management.
The Water Campaign™ framework consists of three modules (Corporate – Community – Catchment) and each module progresses through five milestones.
The Water Campaign™ was launched in 2003, and 25 local governments in Western Australia are now participating in this program, which assists them to reduce water consumption and manage the impacts of local government activity on water quality.

To date local government has participated in a wide variety of water conservation and water quality projects including fitting their council buildings with water efficient taps and toilets, water efficient gardening techniques, building stormwater treatment wetlands to treat water flowing into the Swan River and a display home incorporating water efficient features.
